I have an idea that I believe would have bi-partisan support throughout the country in regards to health care reform.  With all the plans being tossed around by the presidential candidates, competing political parties, think tanks, the medical profession and employers I'm surprised that this simple inexpensive idea hasn't seen the light of day.  

I propose that the government provide a tax funded Universal Preventive/Wellness Health Benefit Plan for all.  Coverage would include such things as: 2-3 Office Calls/Yr. Annual Physicals, Well Child, Gynecological Exam/Pap smears, Mammograms, PSA, Immunizations / vaccinations, Diagnostic X-Ray (No MRI's) / Laboratory services, age specific colonoscopies, Out Patient Mental Health and a Generic Drug Benefit.  I would also include an Annual Vision Exam, and Preventive Dental Coverage (exams, cleanings, etc.).
 
The cost to fund would be minimal as compared to our current system of tax funded programs like SCHIP, Medicaid, Medicare, High Risk Plans, Indian Health Services, and the uninsured.  With everyone insured the cost of providing these health services would actually DECREASE over time. Individuals would stay healthier resulting in less catastrophic care.
 
I would propose that everyone be required to purchase individual catastrophic High Deductible Health Plans associated with Health Savings Accounts (HDHP/HSA).  These plans would be Guaranteed Issue regardless of pre-existing health. The insurance premiums would be Tax Deductible.  I would provide tax credits and subsidies for the low income for both premiums and HSA investment.   

Of course there will be those who will avoid purchase of a catastrophic plan as there are those who operate a motor vehicle without auto insurance.  Those who opt out of coverage will be treated as those without auto coverage.  It’s their responsibility…not the taxpayer.   
 
With most responsible people insured you'll see health insurance premium reductions across the board.  HSA's will encourage prudent health care decisions while driving down the cost of those services.  
 
Employers would be able to get out of the health insurance business.  Dollars spent previously on these costs can be redirected to employee HSA Accounts and/or higher wages and salaries.
 
Employees would no longer base career decisions solely on the fear of losing their health coverage.  Their insurance is portable as is their HSA accounts.  Their coverage follows them.  This would also create competiveness in the work force that would benefit all.
